BACKGROUND
Greater Miami Sports Commission, Inc., a Florida not for profit corporation (“Host Committee”), has been selected by Federation Internationale de Football Association (“FIFA”) to serve as the host organizers for FIFA World Cup 2026 (the “World Cup”) in South Florida.
The Host Committee has the responsibility for ensuring all aspects of the tournament, from fan experience to community engagement, are executed at the highest level. The World Cup offers a transformative opportunity for the greater Miami area, and the Host Committee is working to ensure the event’s legacy continues to benefit the region for years to come.
Infrastructure Readiness
One of the Host Committee’s goals is to ensure Miami’s (and its surrounding areas’) infrastructure can support the influx of visitors. This includes, but is not limited to:
- Transportation networks
- Public safety measures
- Stadium upgrades
- Hospitality provisions
Visitor Influx and Tourism Impact
- A major influx of visitors to the greater Miami area is expected not just for match days, but throughout the entire World Cup period. The World Cup is expected to bring over 700,000 visitors to South Florida over the course of the 39 days of the World Cup during the summer of 2026.
- The Host Committee is working closely with the city of Miami’s tourism and hospitality sectors to ensure they are ready to accommodate the increased volume of tourists.
FIFA Fan Festival
The Host Committee has engaged Logistics Management Group to serve as the Host Committee’s official event production company and to create and execute a once-in-a-lifetime free and open to the public FIFA Fan Festival.
The FIFA Fan Festival in Miami is expected to:
- Be hosted in downtown Miami’s Bayfront Park
- Run approximately 10 hours per day for 23 consecutive days
- Be the largest gathering place for fans to:
- Participate in interactive fan experiences
- Enjoy large-scale match viewings on oversized screens
- Attend live entertainment across multiple stages
- Experience Miami-centric programming
- Enjoy diverse food and beverage offerings
This event is the exclusive and official FIFA Fan Festival in Miami for the World Cup.
Legacy Programs
- The Host Committee is working with members of the South Florida community to identify and implement legacy programs in the areas of:
- Enhancing access to the sport of soccer
- Sustainability
Volunteers
- The Host Committee, in conjunction with FIFA, will have a volunteer program primarily focused on:
- Fan experience activations
- Transportation support (including the “last mile”)
Safety and Security
Safety and security activities include:
- State and local law enforcement
- Fire rescue and emergency management
- Private security
- Stadium-related public safety operations
- Fan Fest security and crowd management
- Planning activities for World Cup operations
- Training and exercises for public safety partners
Safety and Security areas include but are not limited to:
- Match venues, practice venues, fan zones, concerts, viewing events, team hotels, team training sites, dignitary movements, and public transportation nodes.
- Escorts of teams to/from airport, hotels and FIFA venues.
- Joint Security Operations Center during match and non-match days.
- Private security personnel and explosion detection canines assigned to stadium posts, entry gates, credential checkpoints, loading docks, expanded perimeters and “last mile”.
- Private transit security via transportation agencies at transit hubs on match days.
- State Attorney’s Office Anti-Human Trafficking Task Force staffing and overtime.
- Private insurance personnel to evaluate safety issues.
- First aid and medical personnel.
- Road closures.
- Restrooms, water, and cooling stations in the “last mile” area surrounding the stadium.
- License Plate Reader (LPR) deployments and related equipment rentals for threat detection and vehicle screening.
Federal Emergency Management Agency Award
The FIFA World Cup Grant Program (FWCGP), administered by the U.S. Department of Homeland Security (DHS) through FEMA’s Grant Programs Directorate (GPD), provides $625 million in federal funding to enhance security and preparedness for the 2026 FIFA World Cup events in the United States.
This program supports the safe execution of the largest sporting event in history, co-hosted with Canada and Mexico, expected to attract more than five million international visitors and generate tens of billions of dollars in economic activity across 11 U.S. host cities over 38 days.
The program addresses significant security challenges, with all 78 U.S.-based matches designated as Special Event Assessment Rating (SEAR) I and II events.
The FWCGP makes funds available to the Host City Committee Task Forces through governor-designated State Administrative Agencies (SAA).
SAAs distribute FWCGP funds through subawards to the Host City Committee Task Force in each host city. These funds are used to enhance safety and security for the World Cup matches.
Estimated awards for each host city:
Between $34 million and $73 million.
SCOPE OF WORK
The Host Committee is seeking proposals for consultant services that will provide compliance and financial reporting while ensuring full adherence to federal and state guidelines.
This support will facilitate the maximization of federal funds and help the Host Committee retain these funds during project closeouts and audits.
Required services include:
Task 1. Develop policies and procedures specific to the grant award, including internal controls, compliance oversight, cost tracking and reimbursement processes.
Task 2. Manage subaward processes including justifications for sole source procurements or exemptions from federal procurement processes.
Task 3. Monitor subrecipients, vendors and partners, identify corrective actions, and support reimbursement preparation.
Task 4. Provide oversight for all financial reporting and organization of accounting records.
Task 5. Prepare all financial and performance reporting to FEMA and the Florida Department of Emergency Management.
Task 6. Participate in meetings and coordinate stakeholder communication including FEMA, state agencies, vendors and partners.
Task 7. Prepare grant close-out documentation including financial reconciliation and audit support.
Task 8. Coordinate preparation of appeals.
Insurance Requirements
The successful proposer must obtain and maintain insurance adequate for the nature and scope of activities, including but not limited to:
- Commercial General Liability Insurance with limits of not less than $10,000,000 aggregate.
- Workers’ Compensation compliant with applicable law.
- Media Liability Insurance with limits of not less than $10,000,000 aggregate.
- Employers’ Liability Insurance with limits of not less than $1,000,000.
- Automobile Insurance with limits of not less than $1,000,000.
The proposer must provide FIFA and the Host Committee 60 days prior written notice of any cancellation or modification of insurance policies.

PROJECT OVERVIEW
The FIFA World Cup 2026 Miami Host Committee (“MHC”) is seeking a qualified production studio or company to provide end-to-end creative and video production services for a series of Official Miami World Cup 2026 Host City Supporter announcement videos.
These videos will serve two primary purposes:
- To introduce commercial partners joining the MHC program, with primary distribution across digital and social media platforms; and
- To deliver compelling narratives that highlight each partner’s unique story, objectives, and strategic goals.
The selected production partner (a studio or company) will collaborate closely with MHC’s partnerships and marketing teams to deliver efficient, compelling storytelling and content aligned with sponsor objectives and MHC brand positioning.
VIDEO REQUIREMENTS
1. Video Deliverables
Production of the following assets for 5 sponsors:
Total Output:
- Three (3) Official Supporter Announcement Videos (45”) optimized for digital and social distribution. Each video will introduce a different commercial partner (see Additional Information section below for MHC developed preliminary concepts)

2. Creative Development
MHC has developed initial concepts for all announcement videos and established general guidelines for the digital assets. However, MHC welcomes input from the selected production partner to further enhance these concepts, both creatively and from a cost-efficiency perspective.
For each video, the production partner will be expected to provide:
- Efficient creative approaches that optimize production and budget.
- Creative recommendations and collaborative brainstorming with MHC as needed.
- Alignment with sponsor messaging and MHC brand guidelines.
Deliverables include:
- Concept synopsis
- Creative direction overview
- Visual references and tone guidance
3. Concept Approval Materials
Prior to commencing production, the production partner must deliver:
- Written synopsis
- Storyboard or visual treatment
- Production approach summary
All materials must be approved by the MHC and sponsor before production begins.
4. Pre-Production Services
- Responsibilities include but not limited to:
- Production planning and scheduling
- Location coordination and permits (if required)
- Talent coordination and releases (if applicable)
- Crew staffing
- Equipment sourcing
- Production logistics planning
- Coordination with MHC marketing team
5. Production Services
The production partner will:
- Plan and execute taping when applicable according to approved concept
- Provide all production crew and equipment
- Ensure professional broadcast-quality capture
- Utilize efficient production practices aligned with nonprofit budget stewardship
6. Post-Production Services
Services include:
- Editing and motion graphics
- Music licensing (if required)
- Color correction and sound design
- Brand integration and graphic overlays
- Up to three (3) revision rounds per video
Final Deliverables:
- Master video file
- Social-optimized versions, horizontal (and vertical formats when needed)
PROJECT MANAGEMENT & DELIVERY
The production partner must provide:
- A single point of contact for project coordination
- Timeline management and milestone tracking
- Efficient approval workflows with MHC staff
- Secure digital delivery of final assets
TIMELINE EXPECTATIONS
Proposers must specify:
- Estimated number of business days from concept approval to final delivery
- Production workflow supporting efficient turnaround timelines.
FINANCIAL & CONTRACTING STRUCTURE
Production Responsibilities
The selected production partner will be responsible for delivering all services required to produce completed videos, including creative development, pre-production, production, post-production, revisions, licensing and deliverables. Services should be provided as an all-inclusive turnkey production model. The production partner must carry insurance in accordance with FIFA’s and MHC policies (attached below for reference). The Host Committee anticipates an all-inclusive production investment framework of $80,000. Production partners are encouraged to propose efficient approaches that maximize creative value within this framework. MHC is also in discussions with additional potential partners, which may present opportunities for additional work. Additional work will be provided separately.

ADDITIONAL INFORMATION
MHC has developed preliminary concepts for the three (3) Partner Announcement videos and the two (2) informational videos. There is flexibility for the production partner to propose creative solutions that enhance efficiency and help optimize production costs.
Sponsor 2 – Two (2) informational Videos (30 seconds each)
- One video will focus on how audiences can travel from Miami to the stadium, featuring the partner as one of the transportation options.
- The second video will highlight how to access the FIFA Fan Festival featuring the partner as the transportation option.
Announcement 1
- The video will have a celebrity feel, featuring alumni, student athletes, and business leadership in Miami and showcasing the pride of be part of an education institution.
- Potential participants include the institution’s soccer team and prominent graduates.
- The shoot will likely be on campus, capturing key locations, or alternatively, on green screen with B roll backgrounds of the institution.
Announcement 2
- The announcement would be a bigger production, possibly a two-location shoot in Miami (15 miles distance between locations). Most likely will include a celebrity (fee not included on this proposal).
- The main goal is driving potential consumers to the sponsor’s location by showcasing their grounds, the different areas, etc.
Announcement 3:
- It will be very simple. B roll editing, animation, VO. We don’t anticipate exteriors or complicated taping. The focus should be on brainstorming ideas using B-roll instead of exterior shots.
Digital Series:
These are much simpler, low budget social media content series. They can be shot from an IPhone or digital camera.

INSURANCE REQUIREMENTS
During the term of this Agreement, the Service Provider shall maintain the insurance coverage set forth below and, as a condition of receiving any Greater Miami Sports Commission, Inc., d/b/a FIFA World Cup 2026 Miami Host Committee (Host Committee) funds hereunder, Service Provider shall furnish to the Host Committee, c/o Alina T. Hudak, CEO and President, 220 Alhambra Circle, Suite #600, Coral Gables, FL 33134, Certificate(s) of Insurance indicating that such insurance coverage has been obtained:
(a) comprehensive commercial general liability insurance, on an occurrence form, with a combined single limit for bodily injury and property damage, including products liability (including completed operations coverage), coverage for contractual liability, independent contractors, broad form property damage, personal and advertising injury in an amount of at least $10,000,000 in the aggregate. If umbrella/excess limits are utilized, then it should be follow-form or not stricter than that of the underlying policy.
(b) a program of workers’ compensation insurance in an amount and form in compliance with all laws, rules and regulations applicable to the Service Provider, and which specifically covers all employees who provide services by or on behalf of the Service Provider, and all risks to such persons.
(c) media liability insurance, on an occurrence form, in an amount of at least $10,000,000 in the aggregate.
(d) employers’ liability insurance in an amount of at least $1,000,000.
(e) professional liability insurance, including errors and omissions coverage in an amount not less than $1,000,000 per occurrence.
(f) Automobile liability insurance covering all owned, non-owned, and hired vehicles used in connection with the work, in an amount not less than $1,000,000 combined single limit per occurrence for bodily injury and property damage.
A combination of primary & excess policies can be used to satisfy the per occurrence and aggregate limit requirements stated above. All insurance policies required above shall be issued by companies authorized to do business under the laws of the State of Florida, with the following qualifications:
The company must be rated no less than (i) “B” as to management, (ii) “Class VII” as to Financial Size Category and (iii) “Class V” as to financial strength, by the latest edition of Best’s Insurance Guides published by AM Best Company, Oldwick, New Jersey, or its equivalent, subject to the approval of the Host Committee, such approval not to be unreasonably withheld, conditioned or delayed.
The coverages, limits, and/or endorsements required herein protect the interests of the Host Committee, and these coverages, limits, and/or endorsements shall in no way be relied upon by the Service Provider for assessing the extent or determining appropriate types and limits of coverage to protect the Service Provider against any loss exposures, whether as a result of this Agreement or otherwise. Minimum limit requirements do not limit the Service Provider’s liability. Compliance with the foregoing requirements shall not relieve the Service Provider of its liability and obligations under this section or under any other section of this Agreement.
The requirements contained herein, as well as the Host Committee’s review or acknowledgement, are not intended to and shall not in any manner limit or qualify the liabilities and obligations assumed by Service Provider under this Agreement. Service Provider has the sole responsibility for all insurance premiums and shall be fully and solely responsible for any costs or expenses as a result of a coverage deductible, co-insurance penalty, or self-insured retention; including any loss not covered because of the application of such deductible, co-insurance penalty, self-insured retention, or coverage exclusion or limitation. Host Committee must be added on all applicable policies as an Additional Insured. All policies must be issued primary & non-contributory with waiver of subrogation, and 30-day notice of cancellation. If any policies are written on a claims-made basis, the policy must remain in force for a period no less than 3 years prior to the commencement of services (or show extended reporting period of equal timeframe). Any costs for including the Host Committee as an Additional Insured shall be at Service Provider expense.
A certificate of insurance must be provided upon execution of this agreement and at least 5 days before expiration of coverage.

SCOPE OF WORK
This Request for Proposals (RFP) is for a company to work with the Host Committee with the expertise to maximize the Clean Zone commercial opportunity through Wallscapes and building wraps, by:
Identify Potential Assets: Survey the Clean Zone for viable building façades for large-format advertising; assess location visibility, foot traffic, and commercial value.
Secure Permissions & Permits: The Miami HC will obtain required municipal and building permits; the partner will negotiate and secure agreements with property owners, managers, and HOAs.
Define Specifications: Provide technical specifications for all installations, including materials, dimensions, and safety considerations.
Evaluation and Commercialization: showing knowledge of OOH assets and special permits through detailed imparable assets assessment and understanding of the current marketplace. Additionally, supporting the Miami HC in the commercialization of the identified assets.
Business Model Development: Propose a comprehensive revenue model including estimated installation and operational costs per asset, projected sales value of advertising inventory, and recommended revenue share structure with the Host Committee.
IMPORTANT: The revenue share model must be based on gross revenue.

1. Introduction
The FIFA World Cup 26™ Miami Host Committee (“Host Committee”) invites proposals from qualified agencies to provide comprehensive corporate communications, creative, media, and promotional services in support of the FIFA World Cup 2026™. The selected agency will serve as an extension of the Host Committee, offering strategic expertise and full-service support across communications, marketing, and creative disciplines leading up to and during the tournament.
As part of this scope, the agency will also design, manage, and execute a comprehensive Media and Promotional Plan for the FIFA Fan Festival™ Miami, the official fan destination celebrating
the FIFA World Cup 2026™. This global-scale event will activate for 23 days at Bayfront Park, featuring live match broadcasts, concerts, cultural performances, food and beverage offerings,
and immersive fan experiences.
The agency will be responsible for developing and implementing a multi-platform campaign that drives awareness, attendance, engagement, and brand alignment across digital, traditional, and experiential media channels ensuring Miami’s role as a FIFA World Cup 2026™ Host City is showcased on the world stage.

The objective of this RFP is to identify and select a Corporate Communication, Creative and Digital/ Social Agency capable of delivering a wide range of services including announcement
development, media relations, brand development, strategic communications counsel, website management, campaign activation, graphic design, video asset production, photography, media
buying, social media management, intellectual property management, executive positioning, stakeholder engagement, public relations, event renderings, and liaison with key stakeholders.

The Host Committee reserves the right to use information submitted in response to this document in any manner it may deem appropriate in evaluating the fitness of the services proposed.
Materials submitted by the agency that should be considered highly confidential should be marked as such. If confidentiality is requested but cannot be afforded, the agency will be notified
and permitted to withdraw its proposal. Conversely, all information provided in this RFP shall be deemed confidential and shall not be shared outside your agency.

9.1 Scope of Work
The selected agency will provide end-to-end media and promotional support, including strategy,

11. Other Contractual Requirements
The successful proposer must comply with the following:
- E-Verify: Agreement to utilize the U.S. Department of Homeland Security’s E-Verify system to verify the employment eligibility of all employees, subcontracted staff, and
vendors. - Rights and Obligations Compliance: Agreement to adhere to and comply with the Host Committee Rights and Obligations, including but not limited to FIFA’s Sustainable Sourcing Code and Human Rights Framework, as well as all rules, regulations, and requirements of applicable national, state, county, and local governmental or quasigovernmental entities.
- Insurance: Maintain insurance coverage meeting FIFA, municipal, and state requirements, with the Host Committee named as additional insured.
- Rights: award multiple proposers, negotiate terms before final award, and reject any or all proposals

13. Conflict of Interest
The agency, if selected, must submit an agreement to not represent and/or terminate all conflictof interest accounts. The Host Committee will make a final decision if it is a conflict of interest.
This may include, but not be limited to, a state, county, city, nation, or region representing another World Cup destination during the term of the agreement. The Host Committee is to be advised of all new business solicitations by the agency that could be perceived to constitute a conflict of interest.
14. Use of Materials
All creative ideas and campaign elements produced by the selected agency for the Host Committee during the contract period shall become the property of the Host Committee, as will all materials.
15. Other Relevant Factors
The agency should demonstrate a high inclination to use research in the development of strategic platforms for the basis of social media campaigns and have a strong methodology for measuring the effectiveness of social media programs and integrated marketing efforts. The agency should also demonstrate the ability to communicate professionally and effectively with the Host Committee and partners. The agency will also be expected to join the organization as a paid partner.
16. Licensing Requirements
All corporations seeking to do business with the Host Committee shall, at the time of submitting a proposal, be on file with their respective corporate licensing division as an active corporation in good standing in accordance with applicable statutes. A statement shall be required indicating that the agency is a corporation or other legal entity. If subcontractors are used, a statement shall also be required, prior to entering into an agreement with that subcontractor, indicating that the subcontractor is registered with their State in accordance with applicable statutes and provide their corporate charter numbers.
17. Acquisition of Goods and Services/Office Expenses
Any goods and services or monthly expenses of over $500 USD acquired by the agency on behalf of the Host Committee must receive staff in advance of approval. For major purchases,
actual specifications used to obtain bids/quotes should be provided as well. Sole service purchases, or selection or recommendations of a vendor that is not the lowest bidder should be
supported in writing.

As part of the operational planning and delivery, FIFA seeks to ensure that operations can be effectively delivered through structured readiness activities. These activities will focus on validating operational plans, identifying gaps, and enhancing coordination within FIFA and alongside external delivery partners. Readiness activities will be delivered from March to May 2026 and will include city-specific and Tournament-wide exercises.
- City Table-top exercises: scenario-based discussions that review decision-making, coordination, and communication across operational functions within a specific city. To include up to 120 participants in a half-day activity.
- A Tournament-wide Table-top exercise: scenario-based discussions that review decision-making, coordination, and communication between FIFA operational functions across all cities. To include up to 80 participants in a half-day activity.
- City Functional Exercises/Simulations: real-time simulations that replicate operational environments to review schedules, procedures, communications, and issue resolution. To include up to 80 participants in a half-day activity.

RFP - Insurance Broker of Record
SCOPE OF WORK
This Request for Qualifications (RFQ) is for insurance broker selection only. The proposer is not authorized to approach any market on the Host Committee’s behalf, without the Host Committee’s prior written authorization.
Secure Insurance Requirements
The selected insurance broker shall use its best efforts to assist and secure for the benefit of the Host Committee, by no later than September 1, 2025, various insurance coverages including, but not limited to, comprehensive commercial general liability insurance, automobile liability insurance, media liability insurance, workers’ compensation insurance, employers’ liability insurance, cyber insurance and active assailant-active shooter and intruder coverage and all other coverages as may be necessary to cause the Host Committee to comply with the terms, conditions, provisions and requirements of the Host Committee’s current and future agreements with, and obligations to, (a) FIFA, (b) national, state, county and local governments and governmental and quasi-governmental agencies and entities, (c) sponsors and (d) donors, as applicable (the foregoing clauses (a) – (d), collectively and individually, an “MHC Obligee”), and the Host Committee’s rights set forth therein, whether or not evidenced by a mutually executed written agreement, as such agreement(s), obligation(s), and right(s) may be amended or modified from time to time, including, without limitation, with respect to delivery of notice to and receipt of approval from the applicable MHC Obligee, as the case may be (collectively and individually, the “Host Committee Rights and Obligations”) (See Attachment A). The insurance coverages in Attachment A are provided for example purposes only and are subject to change. All coverages will be written and placed in accordance with the Host Committee Rights and Obligations and all applicable governing laws, rules and regulations.
General Risk Management Services
The selected insurance broker shall provide risk management services to, and for the benefit of, the Host Committee at such times as determined by the Host Committee in its sole and absolute discretion. Such risk management services may include, but are not limited to:
- Advise as to the procedures, negotiations, claims resolution, and types and levels of insurance coverage required by each MHC Obligee, the Host Committee and the Host Committee’s customers, tenants, vendors, consultants, contractors, and subcontractors and other third parties, as applicable;
- Provide advice about and assist with preparing and obtaining requisite approvals and filings;
- Assist with the scheduling of events for timely procurement of insurance policies;• Advise as to potential cost-saving techniques and other risk management matters related to the procurement of insurance coverages and any alternative risk funding methods;
- Assist with the preparation of insurance specifications;
- Verify and evaluate, as needed, insurance coverages of the Host Committee’s customers, tenants, vendors, consultants, contractors, and subcontractors and other third parties, as applicable;
- Seek various alternatives and options for the handling of risks through the varied forms of insurance, deductibles, etc.;
- Interpret and explain insurance coverages and offer professional advice about such insurance programs;
- Coordinate loss control requests from insurance providers;
- Obtain proper return premiums, when required, and validate any additional premiums for accuracy;
- Provide input regarding coverage issues outside of regular insurance program(s);
- Conduct on-site meetings with the Host Committee to present initial enrollment/application and subsequent renewal proposals and discuss options regarding same;
- Attend meetings as requested by the Host Committee;
- Give presentations to the Host Committee’s Board of Directors and Executive Committee;
- Issue all certificates of additional insurers within one day of request (unless a shorter time is required due to an emergency);
- Work with the Host Committee’s legal counsel and auditors and provide information and expertise as requested thereby; and
- Assist with other ancillary services related to the foregoing as and when requested by the Host Committee.
Other Contractual Requirements
The successful proposer must comply with the following:
- Agreement to utilize the U.S. Department of Homeland Security’s E-Verify system to verify the employment eligibility of employees & subcontracted staff and vendors;
- Agreement to adhere to and comply with the Host Committee Rights and Obligations (including, without limitation, FIFA’s Sustainable Sourcing Code and Human Rights Framework) and the rules, regulations and requirements of applicable national, state, county and local governmental and quasi-governmental entities.
